The story of a problem with an accessible ATM that caused a problem

The ATM is not what was shown on the prints. It was suppose to be flush with the framing for it. This caused a problem with the accessible counter in this bank in a new Walmart.

as built, it may sorta kinda allow parallel approach; even if the ATM was flush, I doubt there would be forward approach
 
It appears the most of the counter is still accessible. If that's not legal, how about eliminating that portion of the counter that is in violation? A potted plant and a trash can aught to do it.
 
I'm not sure any of the counter is accessible for forward approach. It's not going to be easy to fill out a deposit slip (especially for a left handed person) with parallel approach.

It does not meet side approach as there is no forward approach.
