Thickness of CMU Stem Wall, frost Wall IRC 2018

Hi, can I construct 8” CMU masonry stem wall with spread footing for slab-on-ground garage by using 8” CMU and have the last/top course be 6” CMU either grout filled or FHA cap block. I guess the ½”anchors bolts for the attachment of the mud sill would need to be embedded 7” deep into the last course of 8” cmu and not the top 6” cmu course.
