I just wanted to make sure for a B occupancy, a three story building, will always require 2 separate exit stairways? Is there any exception to this? Thank you

No chance of using existing building and horizontal exits for one stair? Many details. Maybe existing floors don't line up or any number of things or you're already counting existing.

OK. No existing stairs that might serve as means of egress so based on 3 stories, 2 means of egress most likely requiring 2 exit stairs as RLGA said first.
