Toilet paper dispensers

When you think about it … that's a disgusting thought.
Yes, except that other methods besides T.P. exist, such as bidet seats, also old Sears catalogs and corn cobs.
An analogy might be that there is no requirement for paper towels at lavatories, and options for hand dryers exist.
Also, T.P. and paper towels can be provided without also providing a dispenser.
And it is not a code violation when a dispenser runs out of T.P.
The only thing the code regulates is the location of a dispenser, IF a dispenser is provided.

It is possible for 2 things to be true at once, that it is both disgusting AND code-compliant.

In CA, Subchapter 7. General Industry Safety Orders, Group 2. Safe Practices and Personal Protection, Article 9. Sanitation
These orders establish minimum standards and apply to all employments and places of employment in California as defined by Labor Code Section 6303.

(d) An adequate supply of toilet paper shall be provided for every water closet.



There maybe similar orders in other states
