The plumber was not there for the inspection, just the homeowner. The tile was there first. This is a good example of lazy.

6" from the floor...unless you want to consider it a tile threshold....

Judging the tile is about 1/4” thickness and 14 pieces in the pic (14 x .25 = 3.5”) then a minimal clearance between the tile and pipe, let’s call it an inch (3.5” + 1” = 4.5” to floor surface), while it certainly is not ideal and frankly sucks it however it does not appear to be a code issue.
