Treated, primed or painted and primed

The following are from Ontario building code:

9.17.3.3. Paint
(1) Exterior steel columns susceptible to corrosion shall be treated on the outside surface with at least one coat of rustinhibitive
paint
--------------------------------------------------------------------------------------------------------------------------------------------
9.20.5.2. Lintels or Arches
(5) Steel angle lintels supporting masonry shall be primed or painted or otherwise protected from corrosion.

9.23.8.2. Priming of Steel Beams
(1) Exterior steel beams susceptible to corrosion shall be shop primed with rust-inhibitive paint

Questions;

1. "Treated", "primed or painted" and "primed" are used in the above clauses, are these wording all equivalent?
2. "Corrosion" is mentioned in all the above clauses, would an interior environment, especially inside a house or residential building, be considered to produce corrosion to steel? if not, are steel beams, columns and lintels in the environment still required to be painted or primed by the code?
 
I'd say "Treated", "primed or painted" and "primed" are the same, and the code is poorly written and edited.

Id think unless the interior has a swimming pool or something similarly uncommon causing a corrosive atmosphere, they can be unpainted.
