Type of parking vs # of stalls

An apartment development in a California is required to have 1 covered parking space (carport) and one uncovered space for each apartment unit. In addition, it is required to have uncovered guest parking stalls.

When applying CBC Table 11B-6, do I have to consider each type of parking separately?

Example:

39 carports for residents

39 uncovered stalls for residents + 13 for guests = 52 uncovered stalls

total = 91 stalls

SCENARIO A - 4 accessible stalls (1 van)

1 van stall plus 3 conventional stalls for 91 parking stalls

(I would probably put the van stall+ aisle under carport coveres, and leave 2 uncovered.)

*BUT* do I need to consider each separately?

SCENARIO B - 5 accessible stalls (2 van)

1 van + 1 conventional for the 39 covered stalls

1 van + 2 conventional for the 52 uncovered stalls

OR EVEN

SCENARIO C - 5 accessible stalls (3 van)

1 van + 1 conventional for the 39 covered stalls

1 van + 1 conventional for the 39 uncovered resident stalls

1 van for the 13 uncovered guest stalls

Your situation is subject to the FHA not the ADA but the following is from the 2010 Accessibility Standards that may help pick a solution:

208.2.3 Residential Facilities. Parking spaces provided to serve residential facilities shall comply with 208.2.3.






208.2.3.1 Parking for Residents. Where at least one parking space is provided for each residential dwelling unit, at least one parking space complying with 502 shall be provided for each residential dwelling unit required to provide mobility features complying with 809.2 through 809.4.






208.2.3.2 Additional Parking Spaces for Residents. Where the total number of parking spaces provided for each residential dwelling unit exceeds one parking space per residential dwelling unit, 2 percent, but no fewer than one space, of all the parking spaces not covered by 208.2.3.1 shall comply with 502.






208.2.3.3 Parking for Guests, Employees, and Other Non-Residents. Where parking spaces are provided for persons other than residents, parking shall be provided in accordance with Table 208.2.



208.2.4 Van Parking Spaces. For every six or fraction of six parking spaces required by 208.2 to comply with 502, at least one shall be a van parking space complying with 502.



So, Scenario A with a twist.

At least one under the carport. It doesn't have to be the van space. The other three can be uncovered with one in the guest parking area. The FHA doesn't have anything specific - yet. They're planning on updating their standards in the near future. Maybe they'll have something to go on. The California Accessibility regulations don't have anything specific on placement either that I recall.
 
I would go with C since visitors cannot park in the resident stalls.

I will add that the layout and curbs should be flexible enough to add spaces in relation to the units, because the owners will need to provide additional accessible spaces should a resident need them.

This is in a "snow" community, and this municipality does not allow curbs, to aid with snowplowing / snow storage.

It is an elevator building with a limited number of entries for security purposes, so the accessible stalls will always be located near the main entrys/ exits

Still provide for flexibility in the layout. A married old couple could use half the resident spaces - and when all four are gone the owner is still obligated to accommodate other disabled residents.
