Type V Attached to Open Parking Garage

What are the requirements for an existing four-story R2 (protected) undergoing a large exterior renovation? It is attached via a breezeway and elevators to an open concrete and steel parking garage. Can it be a VB?
 
Is the "large exterior renovation" limited only to the R-2 building, or also to the attached parking structure? Subject to existing building code? Level 3 alteration? No change of occupancy? Probably some accessibility upgrades, entrance and accessible route, up to 20% of the project valuation.

If you're talking level 1 or 2 alterations, or a change of use, probably would need to look at section 406 of the building code.
 
Does the breezeway comply with the criteria for a pedestrian walkway per Section 3104? If so, the parking garage is a separate structure subject to the requirements of Section 406 and the height and area requirements of Section 406.5.4.1 for a single use parking garage.

The engineer is trying to figure all of this out now. The garage recently underwent a concrete restoration.
