UL294 Assembly Requirement

Is there a requirement for an access control enclosure to be certified UL294 as an entire assembly and not just all the individual components contained within? For example, we are using all UL294 listed components (controllers, power supplies, etc.) to create an access control enclosure that fits within a particular space for a customer. This is an existing installation where the controllers are obsolete and we have been asked to retrofit the system. Basically, we would be creating an equivalent LSP Mercury 16 door enclosure, but an off the shelf assembly won't fit in the dimensions that are available. We have tried contacting UL multiple times and cannot get a clear answer from them.
