Un-occupiable Space Requirements (non LEED)

A client is constructing a new building of Business occupancy and will only occupy a portion of the building, initially. There will be some offices, conference rooms, a break room and provided with the required plumbing fixtures, mech, electrical, fire protection systems, egress and enclosure requirements as required per code for the occupiable spaces.
There will be portions of the building that will remain unoccupied initially and will be separated from the remainder of the building (same occupancy) with partitions and left locked. What is the minimum requirement, if any, for the mech, elec, fire protection, egress and finishes? I didn't find anything specific to unoccupiable spaces in the code and I'm not sure if this situation would be similar to a "white box" construction or perhaps nothing is required in unoccupied spaces. Any feedback is appreciated.
 
Not required to have anything done in future tenant finishes, not speaking towards the IECC as required for the entire building.

I have seen them studs and bare dirt, on through white boxes.
 
Welcome to the grey area. I agree that the envelope should be insulated (at a minimum) but sometimes contractors balk at the fact that they need to pull the insulation out of the stud cavity while installing the power and lighting during the tenant finish.

What I like to do is treat it as a storage space unless I can get some type of commitment that the building owner, adjacent tenant, or homeless community will not store anything in that tenant space until the tenant finish occurs.
