Underground public parking garage - area limits

Trying to figure out a three level , fully sprinklered underground parking garage under a mercantile/ business occupancy. The lowest level will be some 40 ft below the LED.

Such a parking garage would meet the definition of enclosed parking , so the provisions of IBC 405.4 do not apply.

Following the IBC flipper ball up and down, it seems that for S-2 occupancies, if the construction type is type II-A we can have 117.000 sq. ft each level and if the construction type is I-A we have no limits on the allowable area factor, am I reading the Code correct?

If this is the case, how do we approach the ramps leading from one level to the other? Do we need to install something like fire rated curtains? What happens to drivers trying to drive to the next level after fire curtain activation?

Yes.

See Section 712.1.10 (2018 IBC). Openings for automobile ramps do not need to be separated or protected.
 
There was some discussion on this in Pittsburgh I think as the ramps get to stay open but they end up firestopping the conduit penetrations adjacent...Seemed kind of dumb to me....I think we got it changed to something more reasonable.
