B occupancy restaurant. 16 males per table 422 CPC. Single occupancy men's restroom. Urinal required? Code location?
 
Urinals are not required but may be substitued.

424.2 Substitution for water closets. In each bathroom or
toilet room, urinals shall not be substituted for more than 67
percent of the required water closets in assembly and educational
occupancies. Urinals shall not be substituted for more
than 50 percent of the required water closets in all other occupancies.
 
2018 UPC footnotes:
3 The total number of required water closets for females shall be not less than the total number of required water closets and urinals for males. [BSC] This requirement shall not apply when single occupancy toilet facilities are provided for each sex in an A or E occupancy with an occupant load of less than 50.
Either

  1. The required urinal shall be permitted to be omitted or
  2. If installed, the urinal shall not require a second water closet to be provided for the female.
4 For each urinal added in excess of the minimum required, one water closet shall be permitted to be deducted. The number of water closets shall not be reduced to less than two-thirds of the minimum requirement.

MT state amendment

f. Food service establishments or any establishment that sells alcoholic beverages for on-site consumption requires at least one urinal.

g. Single-user unisex facilities shall include a urinal in food service establishments or any establishment that sells alcoholic beverages for on-site consumption.

A single user facility with a WC and Urinal installed will only count as one fixture since it will only be used as a single occupant.
 
Interesting. In Canadian Codes, urinals can be used to to offset water closets - two urinals for three water closets in bathrooms required for those of us who can pee standing up,
