Has anyone extended this exemption to a utility provider's buildings?

[A] 105.2 Work exempt from permit...

[A] 105.2.2 Public service agencies. A permit shall not be
required for the installation, alteration or repair of generation,
transmission, distribution or metering or other related
equipment that is under the ownership and control of public
service agencies by established right.

No, they send me a monthly bill for my electric, gas, cell, etc.

Plan review, and scope of the AHJ. How are you separating equipment that would be exempt from the "facility," or a building system that would need to comply? Like utility regs. vs NEC

I would say if it is a building you permit it, plus any work in that building, that is normally permitted, permit it.

Unless there is a state or city law saying otherwise.

This is for outside a building:::

The equipment is not regulated by the code however the structure that houses the equipment is.
Exactly. Just like a manufacturing plant. The only things to keep in mind is audibility of any fire alarms, emergency lighting, and signage once the equipment is installed and operating.

Does the equipment need a structurally reinforced pad? don't care. If it's not required by the building, it is outside of my scope.
