2015 IBC. Exterior parking adjacent to the building where two sections are separated with a retaining wall because of a 5-6 ft grade difference. A guardrail will be provided on top of the wall but is there a requirement for a barrier per 406.4.3 despite not being an open parking garage? Intuitively it seems like there should but this area isn't a structure.
