Vertical Clearance at Maneuvering Spaces

Wondering if anyone knows if "Knee and Toe Clearance" would be permitted (per section 305 of the ANSI guidelines), or if there is an actual vertical clearance associated with the maneuvering clearances required at doorways?

We have a condition where we would like to provide a package shelf at an apartment entrance, but the recessed alcove for the entrance only includes the 12" required for the minimum floor clearance. If provided, a package shelf would therefore project into the required floor clearance area.

After pulling the door open, the wheelchair user must rotate the chair 90 degrees into the clear area, adjacent to the wall, to enter the opening.
