visual appliances near on wall but near ceiling

On a project I'm the engineer on, we have very low ceilings. So low that the wall mounted speaker strobes mounted to assure that the lens is above 80 inches has the device being inches from the ceiling. The contractor is asserting that there is a rule preventing the device from being that close to the ceiling. I'm aware of such a rule pertaining to smoke detectors (need to stay away from corners where the smoke could bypass) but not visual appliances.

My response was that it was not an issue. Just wondering if he's knows something I don't.

18.5.4.2 Where low ceiling heights do not permit mounting at a minimum of 80 in. (2.03 m), visible appliances shall be mounted within 6 in. (150 mm) of the ceiling. The room size covered by a strobe of a given value shall be reduced by twice the difference between the minimum mounting height of 80 in. (2.03 m) and the actual, lower mounting height.

Ceiling mounted scheme may be an alternative?

may have something to do with bouncing of the light, so you get correct candela?????
