Sorry for this question, what is the definition of a walking surface?

Tow properties the up hill side property's parking lot meets the down hill property's retaining wall, is the parking lot a walking surface and in need of a guardrail?

Thank you in advance for your help.
 
It can be a hazard, If not codified in the IBC, Ask Their insurance company for a waiver, indemnifying the city of liability/

A retaining wall is a structure, and just like a multistory parking structure, needs guardrails.
 
People walk on the parking lot. Park, open door get out, walk to back of car and open trunk get stuff out and step back to close trunk ..........
