walkway vs passageway

The following is from Ontario Building Code division B part 3:

3.2.3.19. Walkway Between Buildings

3.2.3.20. Underground Walkway
...

In Ontario Building Code, walkway is defined term while "passageway" is not. in the above article 3.2.3.19. and 3.2.3.20., can walkway be replaced with "passageway"?
 
Simply put, that's not a wise approach; defined terms are defined for a reason and should not be considered interchangeable with other terms.
 
It would depend on your definition of passageway.
This is a good point, so the definition of passageway has to be indentical to walkway in order to make the replacement correct. And two key points are being "covered or roofed" and being "used to connect two or more buildings", based on the definition of walkway.

This is definition of walkway in Ontario Building Code:
Walkway means a covered or roofed pedestrian thoroughfare used to connect two or more buildings.
