you still need to add a seat to get to the 17-19 range for the seat. seats are available in varying thicknesses.
 
The 16-1/8" shown on the cut sheet is to the top of the porcelain not to the toilet seat. The standard seat will bring it to 17".

Syarn, If this is a private toilet you can mount it wherever he wants it but a public toilet must be 17 to 19 AFF
 
Seat will bring it up to minimum. AND when Mark says private, he means a private bathroom only accessible through a private office (you are in IBC 2012 for Ch 11 and ANSI A117.1 2009 in PA) plus ADA.

I have had them try to tell me that a bathroom off an employee breakroom was "private" and therefore no ADA. yeah right

A restroom, off an employee breakroom, must be accessible.

A restroom, off a private office, must be adaptible.
