Water Closets in Shower Rooms

Working in a jurisdiction that is still on the 2003 I-Codes. New personal training tenant moving into an existing space. Existing space is compliant with basic plumbing fixture requirements. Tenant wants to add two separate-sex shower rooms, each with just one shower.

Section 1109.2.1.3 States that Unisex bathing rooms "shall also include one water closet and one lavatory".

Question: Since this is separate-sex, does any other section of the building or plumbing code require water closets and lavs in the room, or can we provide shower rooms with just showers and lavs (no wc)?

As long as you have compliant toilet rooms and the new "shower rooms" are accessible, all is good.
