Water heater replacement?

Does your AHJ require a permit to replace a water heater? I have been finding out some don't!

Yes, we are in a seismic zone D so we want to make sure they are strapped, most of the older ones are not. New installations are usually high efficient so we need to assure intakes and exhaust are 24 inches above grade so they are not restricted by snow.

Yes we do! I've seen too many hazardous installations. A lot of combustion air problems, T&P violations etc.

only 1 permit issued in 5 years to a plumber when I posted a stop work when I saw the old water heater in the driveway.

Permit requied to replace a water heater in the City of Port Townsend WA.

Yes we do, but I'm about to introduce a new process to streamline this. Licensed plumbing contractors can call in (phone-issued permits) for WH replacement, and once they've attended our free trainin session (CEU's provided!), then they can self-inspect for code compliance. This frees up our inspectors from trying to arrange inspections with home-oners that probably aren't available during our working hours anyway. Also it eliminates all the "open" permits that have never gotten finalled since inspections are nearly impossible to schedule.

We bill $25 to the contractor for the call-in permit, and they can pay once per month. The contractor leaves a signed form, provided by the city, that indicates that they are certified by the city to verify code compliance.

This is only for licensed contractors, only for one and two family dwellings, and not for new construction. There are a few other mechanical and electrical categories that they can do this for, also.

I do because like mtlogcabin, we are in a siesmic zone D. Most of the existing water heaters are not strapped, p/t valves aren't installed correctly, and the list goes on from there. Most of the w/h I see are electric, with a few LPG. I have seen some very scary installations!

My family was poisoned by carbon monoxide because a water heater installation was poorly executed and not permitted and inspected. This was in the early 1990's and they were among the first to be treated in hyperbaric chambers (the old torpedo tube type). The installer stubbed the vent into an old brick chimney. However, the chimney was fully blocked so the water heater was venting back into the basement. The landlord hired a friend's company to install the water heater and they did not pull a permit as was required by the City. Keep up the good work out there! :D

We require permits, we're not seismic, but we have seen to many bad installs to not require it.

Yes for permits on WH replacement.

We also have call in and fax in permits for those projects. When installed plumber calls for inspect.

Amen to the too many bad installs.

Yes. Permits required. We are in seismic zone C, but straps are still required per UPC in C zone.

I've been noticing more water heater installs with unions above the tank on the H & C lines instead of the direct female/male pipe connection but can not find where it's at in the code. Is this a new requirement?

per the u.p.c. or calif plumbing code section 503.0 permits

it shall be unlawful for any person to install,remove ,or replace or cause to be installed,removed or replaced any water heater without first obtaining a permit from the authority having jurisdiction to do so.

it is a law ,but about 99% of them are done without a permit and about 99% of them have code violations!
