I just saw this on one of the plumbing inspector's inspection reports and got a laugh.

Water heater crushing pan make correction water goes in pan not on it Reinstall the temperature and pressure relief valve that was removed Install expansion device on cold water line

Does the pan go pan side up or pan side down?

And they removed the t&p valve. Classy.
