A very course and diluted Type S Mortar Mix since Type S Mortar Mix is a mixture of sand and masonry cement or sand, lime and Portland cement.

Not good for much of anything....
 
I'd say you get something like the blockwork in the background.

ps- they know RMC comes in 10' lengths, right?
 
make sure they save some of it.. they're gonna need it for the bollards when jar fails them for not providing impact protection

Is this another one of your "brain tease"?

Notice the non-approved work shoes; may be a new hire first day on the job wearing new gloves, clothes; a new wheel barrow and shovel too. He's odd and out of place; better notify Homeland Security.
