What exactly is a Level 2 alteration per the IEBC?

Scope. Level 2 alterations include the reconfiguration of space, the addition or elimination of any door or window, the reconfiguration or extension of any system, or the installation of any additional equipment.

Therefore, I ask you:

1) Does the installation of an AC system in a building that does not have one, constitute Level 2?

2) Is the addition of new receptacles (extending the electrical system) for a remodeled room (not moving walls or doors) justification for Level 2?

3) Would plans to completely gut down to the studs, the 1st floor of a 3 story apartment building, then replace all existing wiring, and mechanical systems with new, constitute a Level 2 alteration?

2. No, unless they are running new circuits and then maybe.(Most likely running new circuits for a pretty specific reason)

I believe that the new receptacles and wiring in #2 meet the definition of equipment in both the IEBC and NEC, therefore it is my opinion that all 3 answers are Yes.

Depends, does the 1st floor exceed 50% of the aggregate area of the building? If not it is just a Level 2

Level 3 alterations apply where the work area exceeds 50 percent of the aggregate area of the building.
