What is missing? Service Disconnect

Yes the bond screw is in place to bond the grounded conductor (neutral) to the enclosure but something is missing. The line-side service conductors enter the bottom through EMT and connect to the top of the built in breaker. The feeders to the interior panelboard of this apartment come off the bottom and go through EMT conduit attached to this service disconnect enclosure on the top.

Are they required to bond the service conductor conduit bushing at the bottom through a concentric knockout?

Wire shouldn't be bent that tight. Does it matter which lug the service neutral lands on? How about an equipment ground to the sub-panel? ..... and don't tell me that it is EMT. Absolutely there shall be a bonding jumper for the metal raceway through a knockout.

What size is the aluminum feeder? It looks like the Pentrox was omitted on the left side lug.

The plaster dust says, "We are in a hurry".

The lock nut says, "We are frugal".

Only one of the mounting screws is a Tapcon.

How about a picture of the label.
