What's a bolt lock?

The IBC says: "1010.1.9.4 Bolt locks. Manually operated flush bolts or surface bolts are not permitted," and I've had a few AHJs initially interpret this section as applicable to deadbolts. In my opinion, this section is referring to flush bolts and surface bolts that are used on the inactive leaf of a pair of doors, and it's not applicable to deadbolts. Do you agree, or disagree?
