Are wheel stops allowed in accessible parking spaces? I know that ADAS doesn't address it except for in an advisory (502.7). I know California has 11B-502.7.2 and ICC A117.1 has 502.11.3, which say you can use a wheel stop to prevent vehicles from obstructing the accessible route. But what about other spaces? What about spaces with, say, a wall at the end of the parking space, or a pole, or nothing (another parking space, a drive aisle, etc.)? Is there anything preventing a wheel stop in those situations?
The reason I ask is because of ADAS / CBC 11B 502.4 and A117.1 502.5 say the "floor or ground surface" can't exceed 2% and can't change levels. Since the wheel stops are only explicitly mentioned when there's a conflict with an accessible route, it leads me to believe that this is the only time a wheel stop is allowed, that all other times adding a wheel stop would conflict with the changes in level or slope requirements. But... a wheel stop isn't necessarily the "floor or ground surface". So I'm not sure how wheel stops apply in other situations (and probably overthinking this, which at this point is the norm for me).
