When a state has no contractor licensing laws...........

Agree with both, but sadly CT has no "building" license at all....But licensed plumbers do that all the time here....They blame the builder for only framing a 2x4 wet wall. I tell them as long as the priced the job for stud shoes, they have no issue then...
 
We have licensing through the state for plumbers in Illinois and I see the same thing you photographed all of the time.
 
I agree with the commish, how many people do you see driving that have absolutely no business behind the wheel? Chances are the all have a license!
