When do we blow CC foam in the walls...

Insulation contractor suggested we blow 2" of CC foam before we rough the electricity and plumbing, then come back and blow the rest of the 5" CC foam called for by HERS rater after. Why would he suggest this and is he right?
My first post so thanks in advance!
 
So he can get the rough-in in the middle of the wall cavity. But that means an extra trip for him, and working him into the schedule. But the liquid spray goes around the wires and pipes and fills in nicely. Not sure i see his logic.
 
7" of closed-cell foam. 2x8 studs or a double wall? That's about R-46 cavity insulation. Or is it open-cell or batts going in later? Just curious. Sounds really expensive using that much closed-cell. Is there continuous on the outside?
