When is a 90+% HE furnace no longer 90%?

When you don't bring combustion air from outside because you are too lazy to run pvc.

I see this all the time and then they are closed in rooms with inadequate net free air.

It is the manufacturer's that will tell you this in the installation instructions.

Anyone else?
 
Don't see it too much here. They have to run the PVC vent so you might as well install the concentric kit and get your fresh air too. Lazy or cheap? Sometimes I wonder.
