When is a wall considered a roof for insualtion requirements? I can't find anything in the 09 IECC. Is it in another ICC code?

15degress off vertical? Other?

Normally you do not have sloped walls. When I have living space under a roof normally there is a knee wall that provides wall perpendicular to the floor to define the living space. The knee wall gets the R-20 requirements, and the roof gets the R-30/38 requirements. Sometimes a roof assembly serves as a ceiling. In this case the roof/ceiling assembly gets the R-30/38 requirement.

From the IECC:

201.3 Terms defined in other codes. Terms that are not defined in this code but are defined in the International Building Code, International Fire Code, International Fuel Gas Code, International Mechanical Code, International Plumbing Code or the International Residential Code shall have the meanings ascribed to them in those codes.

From the IBC:

EXTERIOR WALL. A wall, bearing or nonbearing, that is used as an enclosing wall for a building, other than a fire wall, and that has a slope of 60 degrees (1.05 rad) or greater with the horizontal plane.

Thus, if it is not an exterior wall, then it is probably a roof.
