When The POCO Comes Early

The POCO was supposed to mark the exact location of the transformer so we knew where to trench and stub up the lateral conduit. They kept changing their mind and just showed up one day without warning and installed the transformer. Being the nice guys they were, they would not let us near them or start our stub up with the 90's so we could trench later. How nice of them. What they did not know is that I had a key to their transformers and a will to get the job done, so I did this. F'Them.

Ok. Third picture, looks like an electrical enclosure sitting on a curb with conduits coming up through a dirt floor. Is that right? And are you/they going to pour concrete on top of the dirt?
