When to pull meters after a roof/plumbing leak

We have had a lot of rain here in upstate NY which has resulted in A LOT of roof leak calls. At some of the calls, the Fire Department calls for National Grid (our utility/gas provider) to come inspect the property and determine if the meters should be pulled due to the water leaking into light fixtures, electric, etc.. And sometimes (more times than not actually), we (Code Inspector) respond alone and are left to make the decision to call for National Grid or not.

My question is: when would you think it’s appropriate to pull the meters after a leak?

I ask because if we pulled the meters on every house after being called there for a leak, we would be putting a lot of families out on the street on a regular basis. I just wanted to get a feel for how others handle this situation. Obviously water and electricity aren’t friendly, but when do you think it’s appropriate to pull the power.
