I would think having the equipment 14” above the roof would invite wind lift, vs having the equipment close coupled to the roof.

Agreed, but, the code section above accounts for that by cross-referencing to chapter 16.
‘It appears the intent of this code is to make the roof membrane easily maintainable and replaceable.
 
The NOA's have all the standard heights listed. The hard part is when 16" of insulation to slope all the way across town, and now the standard 48"h stand needs to be 64" to attach to the deck, which requires specialty engineering. Or when the parapet heights are close to the RTU heights and you get the 'ol parapet peek-a-boo; "GC says he can save me 30k on a different RTU but you're saying it's too tall, even though it's the same height as the one you spec'd and now you're telling me we need to add screening to meet zoning ?!?"
