When you screw up part of the foundation height and create other issues

Wrong foundation height and the decision was made to move forward without approval, place wood framing in place of the foundation wall then with just wrap in place, pour concrete for the porch slab right against the housewrap over sheathing.

Agree! I bet they tell you they'll flash it! or that's the way we always do it!
 
So....this section?

  1. Wood siding, sheathing and wall framing on the exterior of a building having a clearance of less than 6 inches (152 mm) from the ground or less than 2 inches (51 mm) measured vertically from concrete steps, porch slabs, patio slabs and similar horizontal surfaces exposed to the weather.
