How is workplace defined in this COHSR 9.14 Toilet rooms shall be located not more than 60 m from and not more than one storey above or below each work place.
Does this mean, a toilet has to be inside a 60m radius from any point in a workplace? Is there a specific definition of workplace?
 
I don't know if this will help you from the IBC:

[BE] EMPLOYEE WORK AREA. All or any portion of a
space used only by employees and only for work. Corridors,
toilet rooms, kitchenettes and break rooms are not employee
work areas.

Not defined in NBC, and I assume in OBC as well. Therefore has no bearing on building code, or code application.

NBC 3.7.2.2 talks about washroom facilities in each building, that's it.
 
yup. not a code issue.

Workplace health and safety regulations are typically vague unless it is trying to deal with a specific issue. Not defining workplace allows the inspector discretion on how it would apply in an individual circumstance based on the context.
