Would this water closet to tub clearance be acceptable?

Looks fine to me... technically complies with the IRC.

A step is not a wall, side wall, partition, or vanity... none of your fixtures are too close together...

This set-up is still very usable.

The step could stop at the edge of the opening to the tub as it serves no purpose beyond that point but that would not be a code requirement.
 
Isn’t it going to be awkward to squeeze past the potty to get into the shower? Maybe move the valves to the other end?
