Would You Install Sheathing Like This?

I personally would not.
Structural engineer I’ve worked with the most would have wanted double bottom plates with the sheathing lapped over the rim joist and fastened to the plates. If something precluded doing that they would have likely specified straps wrapped around the plates then up and over the sheathing and nailed through to the wall framing, they probably would have specified that the straps run to the top plates.

They also specify 2” square washers at anchor bolts, the anchor bolt looks like it’s too close to the edge of the plate.
 
I always detail the edge of the plate in line with the foundation, the rim joists 1/2" back from the edge of the plate, and the sheathing lapping over the rim and sitting on the plate.
