California's improved fire safety regulations have paid off according to this article.It is not clear how to incentivize retrofitting however, that would be most effective if whole neighborhoods did it together.

The only incentives that will ever work is $$$$$.

The Earthquake Brace and Bolt program is a perfect example of a retrofit incentive program that actually works.

The Earthquake Brace + Bolt Retrofit

An Earthquake Brace + Bolt (EBB) seismic retrofit helps prevent the house from sliding or toppling off of its foundation during an earthquake. An EBB seismic retrofit is only done on wood-framed, pre-1980 homes with a raised foundation.

They fund a portion of the retrofit, usually works out to about half the cost. We've issued over a 100 since I've worked here.
