Yard box (gas shut off valve) identification?

I am stuck on this one... the contractor installed a cast Iron lid (8" dia) on the, gas shut off valve, yard box. He ground off the existing label (cast raised label). I need help locating the code section that requires labeling.

NOTE: this is not the main (metered) valve at the street. This is a new valve tapped into an existing medium pressure natural gas 3" line, connecting the new science wing on an existing campus, that is buried 2' below the surface. There is also and SOV at the building exterior, where it enters above ground.

409.3.3 Identification of shutoff valves. Each house line shutoff valve shall be plainly marked with an identification tag attached by the installer so that the piping systems supplied by such valves are readily identified.

409.4 MPRegulator valves. A listed shutoff valve shall be installed immediately ahead of each MP regulator.

Hate to say it, but I don't think the code section exists..... Do I think it is a good idea, absolutely.

Is it required by the code - Don't think so

However, What was the new wing designed as, an addition or with fire walls...
