Our codes use "walking surface", as apposed to "floor". Either can be subjective, though walking surface may be less so. I vote floor (walking surface). As I watched it I had 2 prevailing thoughts: 1) how high does the plinth need to be before it is not a floor? 2) If the concern is safety, climbable guards would seem to be an easier remedy. Both were later addressed, but not definitively so.
