Youth Centre Addition

Doing an addition (1,150sf) to a Youth Centre in Ontario that will house a woodworking workshop for a non-for-profit club. They do not perform any commercial activities, so it's not a production house. Club consists of a small group of seniors that do woodworking as a hobby. Would you still classify the addition as Group F Division 2 even though it's not a woodworking "factory" or could it be division 3 since it wouldn't produce as much as saw dust as a commercial workshop?

Also, would the existing youth centre (3,000sf) that consists of drop-in activities for teenagers (i.e. there's a kitchen for cooking classes, crafts, painting, computers, tv & gaming console) and a couple of administration desks be classified as Group A Division 2 (club, nonresidential)? Never gets more than 8-10 kids, but is owned by the town.

I'd be fairly open to an F3 classification. Look up the low hazard definition. It maxes out at 50kg/m2 of combustible content within that floor area. I can't imagine it would be more than that.
