Zone 0,1,2,3,4 in OBC SB-10 TABLE SB 9.4.2-2–2017

The following is part of the table TABLE SB 9.4.2-2–2017 from Ontario building code SB-10 (page 61 of SB-10)

Individual Lighting Power Allowances for Building Exteriors
Forming Part of Sentences 1.1.1.9.(5) and (6)
Zone 0 Zone 1 Zone 2 Zone 3 Zone 4
Base Site Allowance (base allowance may be used in tradable or non-tradable surfaces)
No allowance 350 W 400 W 500 W 900 W

It looks to me that based on TABLE B1-4 International Climate Zone Definitions of ANSI/ASHRAE/IES Standard 90.1-2013 (SI Edition), there are no cities in Ontario which fall under Zone 1, Zone 2, Zone 3 or Zone 4.

There are 3 questions:

1. Where to find Zone 0 definition?

2. Is there CDD date in Ontario building code?

3. As I understand, if there is no city in Ontario that would be classified as Zone 1, Zone 2, Zone 3 or Zone 4, why should this table be in Ontario building code?
