I say Yes !........From the `15 IBC, Ch. 2 - Definitions:
"AREA OF REFUGE: An area where persons unable to use stairways

can remain temporarily to await instructions or assistance during
emergency evacuation".

1009.6.2 Outdoor conditions. Outdoor stairways and outdoor approaches to stairways shall be designed so that water will not accumulate on walking surfaces.

Commentary: "Maintenance of the means of egress in the IFC requires an unobstructed path to allow for full instant use in case of a fire or emergency. Typical methods for protecting these egress elements include roof overhangs or canopies; heated slabs; grated treads and landings; or, when approved by the building official, a reliable snow removal maintenance program."
