Neutral Feeders and Conductors under one lug

Let's break this down:

408.41 Grounded Conductor Terminations. Each grounded
conductor shall terminate within the panelboard in an individual
terminal that is not also used for another conductor.

Exception: Grounded conductors of circuits with parallel conductors
shall be permitted to terminate in a single terminal if the terminal is
identified for connection of more than one conductor.


This means that unless you are connecting parallel neutrals, you cannot put 2 neutrals under one lug, even if the lug is listed for 2 conductors of the size you are attaching.
 
Parallel conductor installations are covered in NEC310.10(H) and are permitted for each phase, polarity, neutral, or grounded conductor in sizes 1/0 AWG and larger. Joining conductors in parallel is like having two or more smaller conductors connected at each end to make one larger conductor.

In addition, if you need to place 2 ungrounded conductors in the same lug that is rated for 2 wires, you can regardless of whether or not they are in parallel, unlike a neutral wire.
