This is for Ontario.
Does a Multipurpose Room in an Arena need to be classified as an A2 occupancy and thereby requiring a 1HR FRR Separation from the rest of the A3 Arena?

Major occupancy means the principal occupancy for which a building or part of a building is used or intended to be used, and is deemed to include the subsidiary occupancies that are an integral part of the principal occupancy. The major occupancyclassifications used in this Code are as follows:
 
Sorry folks. I was away at a conference last week.

It depends if the A2 is a subsidiary use to the A3. See the definition for major occupancy.

If you are looking at 3.2.2 building classification, You don't need to consider it if it is not more than 10% of the area of the Floor Area where it is located. See 3.2.2.8.

However, if the area will be used by a different party, then it would need the separation.

If they are running a hockey game in the arena and someone else is having meetings in the multi-use space, they should be considered as two different suites and have the separation.
