Multiple accommodation restrooms

Under Housing Accessibility, Chapter 11A, Figure 11A-9A, page 492, a picture of a Multiple-Accommodation Toilet Facility is shown. Chapter 11B does not show this picture.
Are we supposed to use the same information for a commercial building?

Depends upon which accessibility code your state/country enforces........In our jurisdiction - no Housing Codes are not used for commercial locations - clubhouses, etc. , everything is referenced to the ICC ANSI A117.1 for accessibility.

However, Chapter 11A Accessibility sounds like california building codes and I am not an expert nor have I read the California Codes.

No
11B for a commercial building. It is set up to be consistent with the 2010 ADASAD
11A is not, it is for Residential, non-public areas. Public areas you use 11B.
you may use the figure but there maybe inconsistencies that you would need to modify

The figure is just that, a figure (as in an example).
It remains for you to understand the minimums and design accordingly to fit your situation.
Run it up the pole here and see if it flies (smiling).
