Neutrals in Meters AFTER service disconnects

If you look at this 600A service, you will see that next to the POCO transformer, on the end of this little structure is a 600A service disconnect. From there the conductors from the service, now the load side go to a large trough which then get tapped down to the meters and disconnects below.

Here is the question. Where do you connect the neutral in the meter can?

Good thought process, however, this is not a cold sequence setup and the 18 panelboards are not service disconnects.
