Smoke Stop Lobby at Ground Floor

Do we need to provide the smoke stop lobby at ground floor for the staircase which can escape directly to the outside. The building is 5- storey shopping center. Thank you.
 
"Smoke stop lobby"? What is that? There is no such thing in the IBC unless you are referring to the vestibules for a smokeproof enclosure. If that is the case, then the vestibules are required wherever a doorway accesses the enclosure from the interior of the building.
 
I think he means the area at the first floor, where the stair ends

Some of these are large and if cold outside are a Convenient smoking place
