3rd Floor Egress across 2nd Floor Roof?

NYCBC 1968.
In this instance, a 2-floor expansion is proposed to a 3 floor building. The current 3rd floor has egress deficiency. So in order to add an exit, we are proposing to exit out of the third floor across the new roof (paved and roofed walkway) of the 2nd floor to a new exterior stair that discharges to a public way. The building is fully sprinklered, the exterior wall separating the 3rd floor from the walkway is 2 HR protected. Our local building official is challenging this interpretation. Any thoughts?

Proposing a roof to the walkway assuming same requirements as for exterior stairs/ramps.

Original comment referenced 27-360 stating travel distance can only be stopped at a door opening directly on an open exterior space, a vertical exit, an interior stair, an exit passageway or to a horizontal exit. He's basically questioning the definition of this walkway and whether the occupants can be considered safe outside of the building wall.

The roof is designed to be future floor, so yes, it is a 2 hour rated slab. Paved meaning we are proposing those adjustable pavers on top of roofing to create a compliant surface.

Will one of the new stairs for the 4th & 5th floors also discharge to this walkway? If so, it might be necessary to enclose the walkway as an exit passageway connecting 2 exit stairs.

If this walkway serves the 3rd floor only, could it be considered as an exit access?
